Adds requirement that patients, residents, or clients receiving state-subsidized mental health care or services have their cases managed by a qualified state employee case worker.

Updates gender references throughout the statute from "his" to "or she" and "his or her" to reflect inclusive language.

Maintains existing patient rights including humane care and treatment, safe housing, freedom from abuse, and access to impartial administrative review of alleged rights violations.

Establishes that impartial administrative review must include mechanisms for reporting violations, investigating claims, presenting grievances to a neutral decision maker, and requiring findings of fact and recommendations.

Excludes investigations of patient abuse or neglect conducted under section 630.167 from the impartial review process.
