Beginning January 1, 2012, members of the general assembly who have not served at least three full biennial assemblies shall not accrue credited service under the retirement system.

Allows existing closed plan retirees and members to elect coverage under the Year 2000 plan with specific benefit calculation rules and comparison documents provided by the retirement system.

Permits conversion of unused sick leave to credited service at the rate of one-twelfth year per 168 hours, with a maximum accrual rate of ten hours per month.

Authorizes courts to divide retirement annuities in divorce proceedings as marital property, limited to fifty percent of the annuity accrued during the marriage period.

Clarifies that members of the general assembly and statewide elected officials receive cost-of-living adjustments tied to legislative and executive pay increases rather than standard inflation adjustments.
