Creates nine new defined contribution retirement plans for employees hired on or after January 1, 2011, across county, local government, state, police, firefighter, and public school employee systems.

Employer contributions range from 3-11% of employee salary, with the specific rate determined by the employer, board, or city.

Employees may contribute unlimited amounts to the plans, subject to federal annual contribution limits.

Applies only to employees hired on or after January 1, 2011; does not affect employees hired before that date.

Replaces eligibility in existing defined benefit pension plans with eligibility in new defined contribution plans for the specified employee groups.
