Authorizes the Department of Conservation, in collaboration with the Department of Natural Resources, to establish a forestry management program including tree removal and planting, subject to appropriation.

Requires moneys collected by the Department of Natural Resources from tree removal to be appropriated solely for state parks in Missouri.

Exempts revenue collected from tree removal from the definition of total state revenues under Missouri Constitution Article X, Section 17.

Grants the Department of Conservation authority to promulgate rules implementing the program provisions under Chapter 536 of Missouri Revised Statutes.
