Amends section 208.152 of Missouri Revised Statutes to modify MO HealthNet dental benefits coverage provisions.

Authorizes the MO HealthNet division to implement a statewide dental delivery system to ensure provider participation and access to dental services across all areas of the state.

Allows the division to administer the dental delivery system directly or contract with a third party experienced in dental benefits administration, subject to division supervision.

Maintains requirement for electronic web-based prior authorization system using best medical evidence and care guidelines to verify medical necessity for dental services.

Dental services remain subject to appropriations and available to eligible children, pregnant women, and blind persons under existing MO HealthNet coverage.
