Repeals and reenacts section 523.274, RSMo to establish procedures and definitions for using eminent domain in blighted areas.

Requires condemning authorities to individually evaluate each parcel of property in a defined area to determine if it meets the statutory definition of blight before proceeding with condemnation.

Limits eminent domain actions to no more than five years from the date of legislative determination that property is blighted, substandard, or contains unsanitary conditions, though this period may be renewed for successive five-year periods.

Defines "blight" or "blighted" as an area with predominant insanitary or unsafe conditions, or conditions that endanger life or property or constitute a menace to public health, safety, or morals, excluding areas zoned or used for agricultural purposes.
