Creates the "Governor Nixon's Federal Scratch-Off, Match-Off Fund" in the state treasury to collect lottery-related funds.

Deducts $2 from the Governor's personal pay each regular pay period and deposits it into the fund.

Requires the Governor or designee to purchase one Powerball lottery ticket per week at a Missouri licensed lottery retailer using $1 from the fund.

All winnings from purchased tickets are deposited into the fund until the balance reaches $300 million, at which point the Governor may dissolve the fund and transfer remaining moneys to the general revenue fund for budget shortfalls.

Stops deductions from the Governor's pay once the fund is dissolved.
