HB 2132 Summary

• Requires all fire sprinkler contractors who install or service fire sprinkler systems to register with the State Fire Marshal and obtain a certificate of registration valid for two years.

• Establishes a Fire Sprinkler System Advisory Council of seven members including fire sprinkler contractors, an insurance claims adjuster, a licensed professional engineer, and a state fire marshal representative to guide registration standards and rules.

• Contractors must meet one of five qualification pathways including five years of experience, employment of a licensed professional engineer, or NICET Level III or IV certification in automatic sprinkler system layout.

• Requires contractors to maintain general liability insurance with minimum coverage of one million dollars aggregate and prohibits local municipalities from imposing additional licensing or financial requirements beyond proof of state registration.

• Authorizes the State Fire Marshal to refuse registration, suspend, or revoke certificates for grounds including fraud, incompetence, criminal convictions, disciplinary action in other states, or operating without required insurance coverage.
