Adds one member with knowledge and expertise in dealing with impaired health care professionals to six state licensing boards: Chiropractic Examiners, Dental Board, State Board of Registration for the Healing Arts, State Board of Nursing, State Board of Optometry, and Board of Pharmacy.

The impaired professional member must be a U.S. citizen, state resident for one year, and have maintained stable physical and mental health and been free from substance abuse for a minimum of three consecutive years before appointment.

Increases board sizes by one member each: Chiropractic from 6 to 7, Dental from 7 to 8, Optometry from 6 to 7, and Pharmacy from 7 to 8 members.

Clarifies that the impaired professional member and public member are excluded from requirements applicable to professional members (such as active practice requirements and submission of nominees by professional associations).

Public members retain existing limitations preventing them from determining technical licensure requirements or judging technical competence of licensees or candidates.
