Repeals and replaces section 376.805 of Missouri Revised Statutes regarding health insurance coverage for elective abortions.

Prohibits health insurance contracts, plans, or policies from providing coverage for elective abortions except through an optional rider requiring an additional premium; defines "elective abortion" as any abortion other than spontaneous abortion or abortion necessary to prevent death of the pregnant woman.

Applies the restriction to all health insurers, nonprofit hospital and health service corporations under chapter 354, and health maintenance organizations operating in Missouri.

Prohibits health insurance exchanges established in Missouri or administered by the federal government from offering any health insurance plans or optional riders that provide coverage for elective abortions.

Applies to all contracts, plans, or policies written, issued, renewed, or revised after September 28, 1983; new premiums charged constitute a new contract subject to the restriction.
