Establishes the A+ Schools Program within the Department of Elementary and Secondary Education to award grants to public secondary schools demonstrating commitment to student graduation, challenging coursework, and post-secondary advancement.

Requires participating schools to establish measurable performance standards, eliminate general diploma tracks, enforce rigorous coursework standards, and develop partnership plans with business, labor, parents, and postsecondary education representatives.

Schools meeting program requirements for three successive years receive regulatory waivers from the Commissioner of Education, including exemption from pupil testing requirements and state board accreditation classification authority.

Authorizes reimbursement of tuition, books, and fees for eligible students attending public community colleges or vocational/technical schools, with funds from annual appropriations after student reimbursements.

Exempts active duty military dependents and dependents of retired military who relocate to Missouri within one year of parent's retirement from the three-year high school attendance requirement, provided they meet other eligibility criteria.
