Prohibits employees and agents of appraisal management companies from influencing appraisals through coercion, withholding payment, threatening removal from panels, conditioning fees on valuations, or requesting predetermined appraisal values.

Requires appraisers to be paid within 30 days of submitting completed work, prohibits modification of appraisal reports to change valuations, and prevents removal of appraisers from panels without written notice and opportunity to respond.

Establishes penalties of up to $2,500 per violation (maximum $25,000 total) for violations, with the Commission authorized to censure, suspend, or revoke registrations for violations or fraud.
