Adds solar photovoltaic and solar thermal energy projects to the list of public improvements that community improvement districts can construct, reconstruct, install, repair, maintain, and equip within their boundaries.

Expands district authority to provide cleaning, maintenance, and other services to include real or personal property installed as part of a special energy improvement project.

Maintains existing district powers including levying special assessments and taxes, borrowing money, acquiring property, operating transportation and parking facilities, and promoting business and economic development.

Requires districts located in or including blighted areas to have additional powers to contract with private property owners for demolition, renovation, reconstruction, or rehabilitation of buildings and structures.

Limits annual municipal reimbursement by districts to reasonable and actual establishment and review expenses, capped at one and one-half percent of district revenues collected annually.
