Prohibits selling driver's license application data for commercial purposes without express applicant permission, except to law enforcement, courts, and for specific federal Motor Carrier Safety purposes.

Clarifies that "commercial purposes" exclusion does not apply to data used or compiled under the Missouri or federal Drivers Privacy Protection Act.

Prohibits the Department of Revenue from amending driver's license application procedures to comply with the federal REAL ID Act of 2005 or related standards.

Requires deletion of all biometric data (including facial features, fingerprints, iris recognition, DNA, and similar identifiers) previously collected for REAL ID Act compliance.

Establishes that Missouri citizens shall have privacy rights protected by the state and shall not be subject to standardized identification systems using driver's license records.
