Modifies the definition of "dollar-value modifier" in Missouri's school funding formula effective with fiscal year 2011 to set the modifier at a fixed value of 1.0 for all districts instead of varying by regional wage ratios.

Eliminates the previous calculation method that adjusted the modifier based on regional wage per job compared to state median wage per job, which had allowed for differential funding based on geographic cost-of-living differences.

Repeals and replaces section 163.011, RSMo, which contains definitions used in the state's school foundation formula and adequacy calculations.

Includes an emergency clause declaring the act effective July 1, 2010, or upon passage and approval, whichever is later, to synchronize with the school calendar and state fiscal year.
