Changes concealed carry endorsement validity period from three years to five years from date of issuance or renewal.

Increases renewal fee for concealed carry endorsement from fifty dollars to seventy-five dollars maximum.

Creates new section 571.103 requiring concealed carry endorsement holders to submit an affidavit every three years (starting before January 1, 2011) confirming they have reviewed state firearms laws and justifiable use of force laws within 90 days prior.

Authorizes director of revenue to suspend concealed carry endorsement for failure to submit required affidavit, with seven-day period to comply or surrender license; violation is a class C misdemeanor.

Allows reinstatement of suspended concealed carry endorsement once affidavit requirements are satisfied.
