Requires the Missouri Department of Natural Resources to establish the "Missouri Uniform Building Energy Code" by August 28, 2011, based on the latest versions of ASHRAE/IESNA 90.1 and the International Energy Conservation Code (IECC).

All buildings designed, constructed, or renovated in Missouri must meet or exceed the energy code, with exemptions for historic buildings, unheated/uncooled structures, hunting and fishing camps, and buildings with minimal energy usage.

All counties and municipalities must adopt the uniform energy code within 120 days of its establishment and any subsequent amendments.

The Department of Natural Resources must review and update the code at least every three years and within nine months of new IECC or ASHRAE/IESNA publications, including public hearings for proposed changes.

Municipalities with building permits are responsible for enforcement; in areas without building permits, designers and builders must file energy code compliance certification with the department, with penalties including revocation of occupancy permits for violations.
