Makes stealing from a health care facility patient or resident a class C felony if the value is less than $25,000 (subsection 3(4)).

Establishes class C felony for stealing property valued at $500 or more but less than $25,000, or when property is taken directly from a person's body, or specific items like motor vehicles, firearms, credit cards, or controlled substances.

Creates class B felony for stealing property/services valued at $25,000 or more, anhydrous ammonia or liquid nitrogen in any amount, or livestock exceeding $3,000 with prior conviction.

Specifies class A felony for stealing anhydrous ammonia by appropriating tank trucks, rail cars, or bulk storage tanks, and class A misdemeanor as default penalty for theft violations not otherwise specified.
