Expands charter school eligibility to unaccredited school districts and districts with Title I schools in improvement levels 3-5, in addition to existing metropolitan and urban district requirements.

Allows mayors of independent cities to directly sponsor charter schools (previously only allowed to request sponsorship from other entities) and permits "workplace charter schools" that can target children of employees in designated business districts.

Establishes comprehensive accountability standards for charter school sponsors, including requirements to spend 90% of sponsorship funds on charter schools, maintain rigorous application processes, conduct performance oversight, and implement merit-based renewal decisions.

Requires charter schools to include detailed accountability plans with academic and operational performance indicators, establish baseline student performance data in the first year, and collect ongoing performance data throughout the charter term.

Implements academic performance standards for charter renewal, including minimum 70% graduation rate for high schools (except dropout recovery schools) and prohibits renewal if school is among lowest-achieving 5% of Title I schools in corrective action or restructuring.
