Department of Insurance, Financial Institutions and Professional Registration shall manage or contract for management of a website displaying step therapy and prior authorization protocols for all health carriers and health benefit plans offering pharmaceutical benefits in Missouri.

Website shall serve as a single source allowing health care providers and patients to access disease-specific step therapy and prior authorization requirements for each health carrier, plan, and pharmacy benefit manager in the state.

Each health carrier and health benefit plan must provide standardized forms that health care providers can use to document that a patient has tried and failed on required medications or is likely to experience negative side effects.

Upon provider completion of the standardized form indicating medication failure or predicted negative side effects, patients shall have immediate access to alternative medications without further health plan requirements.

Website information must facilitate patient access to medications without negative side effects, allow provider documentation of patient history and clinical determinations, and enable continuation of medications that do not cause adverse effects while try-and-fail documentation is established.
