Repeals the requirement that the Joint Committee on Legislative Research distribute revised statutes without charge to specified entities and individuals, allowing charges to be determined by the committee.

Permits the revised statutes to be produced and distributed in web-based electronic format in addition to printed versions, with recipients able to request either format or combination thereof.

Authorizes the Committee on Legislative Research to sell printed and electronic copies of the revised statutes at prices determined by the committee, accounting for production, website maintenance, and delivery costs, with revenues deposited to the general revenue fund.

Establishes the "Statutory Revision Fund" as a revolving fund to receive revenue from sales of statutes and other fees charged by the Committee on Legislative Research, with funds used for electronic production, legislative drafting systems, and providing statutes to public libraries in computer-readable format.

Allows the Statutory Revision Fund to retain unexpended balances up to twice the cost of the annual supplement, exempting these balances from the normal requirement to transfer unexpended funds to the ordinary revenue fund.
