Repeals existing exemptions in Missouri law that prevented police, deputy sheriffs, Missouri State Highway Patrolmen, Missouri National Guard members, and teachers from forming labor organizations and collectively bargaining.

Grants these previously exempted public employees the right to form and join labor organizations and present employment proposals to public bodies through representatives of their choosing.

Prohibits discharge or discrimination against employees for exercising labor organization rights and prevents coercion to join or refrain from joining such organizations.

Requires public bodies to meet, confer, and discuss employment proposals in good faith with exclusive bargaining representatives to reach amicable agreements.

Mandates that bargaining results be reduced to writing and presented to governing bodies, with tentative agreements requiring ratification by the exclusive bargaining representative's established ratification process before implementation.
