Establishes the "Fire Equipment Distributors Regulation and Licensing Law" to regulate fire equipment distributors and their employees who service portable fire extinguishers, fire hoses, and fire suppression systems (excluding fire sprinkler systems).

Creates a 9-member Fire Equipment Distributors and Employees Advisory Board appointed by the governor with senate consent, consisting of 6 distributor representatives, 2 fire service representatives, 1 public member, and the state fire marshal as ex officio member.

Requires fire equipment distributors and employees to obtain certification and licensure from the board before engaging in covered activities, with three certificate classes: Class A (portable extinguishers/hoses), Class B (preengineered suppression systems), and Class C (engineered suppression systems).

Authorizes the board to set application fees and licensing requirements by rule, with all collected funds deposited in the fire equipment distributor fund.

Provides 15-day appeal process to the board for orders or acts, with judicial review available within 30 days of final board orders per chapter 536 procedures.
