Changes the threshold for discontinuing specialty license plates from five years to four years with no applications, or if total plates issued falls below 200 for two consecutive years.

Military-related specialty plates are exempt from discontinuation requirements based on application volume or time thresholds.

Requires organizations seeking new specialty plates to submit an application with a legislative sponsor, list of at least 200 potential applicants, and application fee not to exceed $5,000.

Creates the "Department of Revenue Specialty Plate Fund" to receive application fees, with surplus funds transferred to the state highway department fund at fiscal year end.

Changes testimony submission deadline from November 30th to within 60 days of the original proposal filing and removes requirement that applications be submitted by July 1st.
