Repeals the in-lieu watercraft tax previously imposed on federally documented vessels and requires state and local sales and use taxes to be paid instead, effective January 1, 2011.

Applies to vessels purchased after August 28, 1994 but before January 1, 2011, with new owners required to pay applicable sales and use taxes or provide proof of prior tax payment in Missouri or another state.

Exempts vessels purchased for marine construction purposes (barges, dredges, marine cranes) from the sales and use tax requirement.

Directs tax revenue collection by the director of revenue with up to $3 million annually allocated to domestic violence and sexual abuse victim assistance and up to $3 million to the "Parents as Teachers" program, with any excess over $6 million credited to general revenue.

Requires voter approval via referendum election held on the Tuesday following the first Monday in November 2010, with the measure becoming effective upon majority approval.
