Establishes minimum staffing ratios for state mental health facilities: 1 direct care staff per 4 clients on day/evening shifts, 1 per 6 clients on night shift, with stricter ratios for psychiatric facilities and group homes requiring 2 staff at all times.

Prohibits direct care staff assigned to one-on-one or two-on-one clients from performing additional duties like medication distribution, and restricts mandatory overtime to no more than one shift per pay period with a 4-hour maximum duration.

Requires monthly documentation of staffing data including holdover staff, mandatory overtime hours, and on-call staff called to work, with information made available to the public upon request.

Establishes enforcement mechanisms including investigation requirements within two business days, plans of correction, warnings, suspension without pay, and termination of facility leadership for noncompliance, while prohibiting retaliation against whistleblowers and allowing injured persons to sue for damages.
