Limits security deposits to a maximum of two months' rent.

Requires landlords to return security deposits or provide an itemized list of damages with estimated or actual repair costs and paid receipts within 30 days of tenancy termination.

Allows landlords to withhold deposits only for unpaid rent, restoring the unit to original condition (except ordinary wear and tear), or actual damages from inadequate notice of termination.

Requires landlords with 20 or more dwelling units to hold security deposits in separate federally insured accounts, provide signed receipts, and transfer deposits to successor landlords with tenant notification.

Authorizes tenants to recover up to twice the amount wrongfully withheld from security deposits.
