Repeals and replaces four sections of Missouri fireworks law (sections 320.106, 320.111, 320.131, and 320.136) to update definitions and regulations.

Updates fireworks classifications to align with current United States Department of Transportation regulations, specifically referencing UNO336 (1.4G) for consumer fireworks, UNO333/334/335 (1.3G) for display fireworks, and UN0431/0432 for proximate fireworks.

Adds requirement that permit applicants must provide proof of liability insurance in an amount set by rule and prohibits permits for persons convicted of any class A or B felony, or class C/D felonies within 10 years prior to application.

Authorizes state fire marshal to examine records of fireworks sales to ensure compliance with permit requirements and grants authority to promulgate rules for training and licensing of licensed operators and pyrotechnic operators.

Maintains prohibition on ground salutes (cherry bombs, M-80s, etc.) and other illegal explosive devices, with violations punishable under section 571.020 RSMo.
