Authorizes the adjutant general to establish the "Missouri Youth Challenge Academy" to provide residential military-based training for at-risk high school dropouts

Academy participants receive training in responsible citizenship, life-coping skills, academic skills, job training and placement, physical fitness, community service, and personal development

Adjutant general may establish rules to administer the academy under Missouri's rulemaking procedures outlined in Chapter 536

Creates the "Missouri Youth Challenge Foundation Fund" in the state treasury to receive gifts, donations, appropriations, and bequests for supporting the academy

Fund balances are not subject to transfer to the general revenue fund at the end of each biennium, and interest earned is credited back to the fund

Declares the act an emergency measure effective upon passage and approval to address high school dropout rates
