Renames and restructures the Motorist Insurance Identification Database as the "Insured Vehicle Identification Network Program" to track insured motorists and identify uninsured drivers in Missouri.

Establishes a six-month initial pilot program administered by the Department of Insurance, Financial Institutions and Professional Registration in collaboration with the Department of Revenue and Department of Public Safety, with authority to continue, terminate, or submit termination recommendations to the legislature.

Creates an "Insured Motorist Fund" in the state treasury to be funded by net general revenue from insurance premiums tax collections and all fees imposed under the chapter.

Requires licensed insurance companies to provide monthly records to the designated agent including insured names, dates of birth, driver's license numbers, vehicle information, policy numbers, and effective dates.

Authorizes the designated agent to notify vehicle owners identified as uninsured, with the Department of Revenue suspending vehicle registrations for non-compliance, with reinstatement fees ranging from $20 to $400 depending on prior violations.

Allows reciprocal agreements with other states to share insured vehicle identification database information and requires the Department to submit annual reports to the legislature beginning January 15, 2011.
