Beginning with the 2010-2011 fiscal year, summer school attendance shall be excluded from the calculation of average daily attendance used to determine state school aid to districts.

Establishes a provision that if statewide summer school average daily attendance drops 25 percent below 2005-06 levels in any year after 2009-10, weighted average daily attendance shall include an addition of 0.25 times the summer school average daily attendance for the subsequent year.

Modifies section 167.645 regarding reading improvement requirements by changing mandatory summer school attendance to optional ("may" instead of "shall" be required) for students reading below third-grade level after fourth grade assessment.

Removes a reimbursement provision allowing the department of elementary and secondary education to reimburse school districts for additional instructional personnel costs related to reading improvement programs.

Changes section 162.1100 to require that all students not achieving grade-level standards attend summer school, except for special education students, and establishes promotion standards requiring reading ability at one grade level below current grade.
