Replaces gender-specific language ("he") with gender-neutral language ("such person") in animal neglect and abandonment statutes.

Changes animal neglect definition to require only negligent failure to provide adequate care or control, removing the requirement that such failure results in substantial harm.

Establishes animal neglect and abandonment as a class C misdemeanor on first conviction and a class B misdemeanor on second and subsequent convictions.

Allows courts to waive fines and penalties for first convictions if the defendant demonstrates adequate permanent remedies, though reasonable care and maintenance costs cannot be waived.

Requires convicted persons to pay all reasonable costs for animal care, disposal of dead or diseased animals, debris reduction, and public health risk mitigation related to the neglect or abandonment.
