Repeals and reenacts section 376.427 of Missouri law regarding payment of health insurance claims.

Requires insurers to issue payment instruments in the provider's name when an insured assigns benefits to that provider, with all claims paid within 30 days of receiving necessary documentation.

Defines covered health care services as medical, surgical, dental, podiatry, pharmaceutical, chiropractic, ambulance, and optometric services.

Allows insurers to voluntarily issue single-name payments to providers.

Exempts insurers from requiring direct payment to non-contracted providers in the same class as contracted providers.
