Repeals and reenacts section 67.1461, RSMo, regarding community improvement district (CID) powers.

Expands CID authority to include sustainable economic development, workforce training, internships, and skilled workforce creation for business recruitment and retention.

Authorizes CIDs formed before January 1, 2003, in home rule cities with over 400,000 inhabitants located in multiple counties with blighted areas to sponsor and operate a science-tech specialty school for grades K-12.

Establishes a seven-member Science-Tech Specialty School Blue Ribbon Panel to study the specialty school's impact for four years, with members appointed by the mayor, state education department, and CID board; panel shall issue annual reports.

Clarifies that specialty school admission slots must be equitably distributed by population within the specialty school district and that no local school district tax levies shall fund the specialty school.
