Repeals section 208.010 and enacts two new sections (208.010 and 208.046) relating to public assistance benefits eligibility and child care assistance.

Section 208.010 establishes eligibility criteria for public assistance including resource limits ($1,000 for individuals, $2,000 for married couples), income disregards, and penalties for fraudulent resource transfers within 24-60 months prior to application.

Section 208.010 creates special provisions for institutionalized spouses applying for Medicaid, requiring resource assessment and allocation between institutional and community spouses with minimum protections of $12,000 for community spouses.

Section 208.046 requires the Children's Division to establish a sliding fee scale for state-funded child care assistance based on adjusted gross income and family size, effective no later than July 1, 2011.

Section 208.046 allows persons receiving child care assistance whose income exceeds the annual appropriation level to continue receiving reduced subsidy benefits until they assume the full cost of maximum base subsidy rates.
