Establishes the "KidCare Co-op Program" within the Department of Social Services as a public option nonprofit health insurance cooperative to provide affordable health insurance for children up to 19 years of age who are Missouri residents.

Eliminates income limits for eligibility and allows the program to coordinate with the state children's health insurance program (SCHIP) by covering children ineligible for SCHIP.

Sets fixed premiums and co-payments: $25 monthly premium per child, $15 for general office visits, $35 for urgent care visits, and $50 for emergency room visits.

Requires the Department of Social Services to establish rules defining criteria for health carriers and benefit plans to participate in the health insurance cooperative.

Makes all rules subject to chapter 536 requirements for rulemaking authority and subject to legislative review.
