Creates a "Race to the Top Fund" in the state treasury to hold all moneys awarded to Missouri under the federal Race to the Top Program created by the American Recovery and Reinvestment Act of 2009

Designates the State Treasurer as custodian of the fund; authorizes fund disbursements according to existing appropriations for administration of the Race to the Top Program

Requires the Commissioner of Education to present proposed fund distributions to school districts before the Joint Committee on Education, which must approve distributions by majority vote

Establishes a Joint Committee on Education composed of seven Senate members and seven House members to oversee education funding, policies, and specifically to approve or deny expenditures of Race to the Top Program funds

Declares the act an emergency measure to take effect immediately upon passage and approval to ensure proper receipt and accounting of federal Race to the Top Program moneys
