Creates Missouri Home Inspectors' Board within the Division of Professional Registration to license and regulate home inspectors for one to four family residential dwellings.

Requires all home inspectors to obtain a state license before performing home inspections for compensation; exempts property owners, government employees, certain specialists inspecting two or fewer systems, real estate professionals, and insurance company employees.

Establishes licensure requirements including completion of at least 80 classroom hours of board-approved training, passage of a board examination, good moral character, and payment of applicable fees.

Allows home inspector apprentices to complete 50 inspections under direct supervision of a licensed supervisor as alternative path to meeting training requirements.

Sets penalties of class B misdemeanor for violations and establishes disciplinary procedures including censure, probation, suspension, or revocation of licenses for grounds such as fraud, incompetence, dishonesty, and violation of professional standards.

Requires home inspectors to maintain general liability insurance and retain inspection records for three years, or five years if involved in court proceedings.
