Repeals and replaces section 33.080 of Missouri Revised Statutes regarding state fund transfers to the general revenue fund.

Establishes maximum amounts that can be transferred from 23 specified state funds to the general revenue fund by June 30, 2011, including amounts ranging from $4,000 to $4.3 million per fund.

Applies to funds such as the Health Initiatives Fund ($1 million), Spinal Cord Injury Fund ($4 million), Services to Victims Fund ($4 million), State Board of Nursing Fund ($3.6 million), and Aviation Trust Fund ($2.3 million), among others.

Maintains existing provisions requiring all state fees, funds, and moneys be deposited to the state treasury within 30 days and subject to General Assembly appropriation.

Provides that violations of fund transfer requirements constitute a misdemeanor offense.
