Repeals and replaces sections 393.1000 and 393.1003 of Missouri Revised Statutes regarding infrastructure replacement surcharges (ISRS) for water corporations.

Expands eligible infrastructure system replacements to include energy efficiency projects that are in service, do not connect to new customers, and were not in the rate base during the most recent general rate case.

Adds service lines, meters, and commission-ordered replacements to the definition of water utility plant projects eligible for ISRS recovery.

Removes geographic restriction limiting ISRS to counties with charter government and more than one million inhabitants, allowing any water corporation serving more than ten thousand customers to file for ISRS.

Requires water corporations to file for or be subject to a new general rate proceeding within three years or cease collecting ISRS, with collection permitted until new rates take effect or the proceeding concludes.
