Municipalities may annex unincorporated parcels of land used as research parks if the parcel is contiguous and compact to existing city limits and has not been sold within the previous six months.

Annexation requires written consent from all property owners in the unincorporated area of the parcel being annexed.

"Research park" is defined as an area developed by a university for use by technology-intensive and research-based companies.

A parcel is considered "sold" only when there is a change in at least 51 percent of the property's ownership between buyers and sellers, excluding partial divestments or transfers to subsidiaries, affiliates, partners, or joint ventures of the current owner.
