Repeals and replaces section 209.200, RSMo, to define "service dog," "discrimination," "educational institution," and "service dog team" (disabled individual, service dog, and adult handler).

Requires all public and private educational institutions in Missouri to allow individuals with service dogs continued access to their service dog and the trained adult handler, regardless of whether the disabled individual is present.

Prohibits educational institutions from discriminating against individuals or service dog teams based on the use of a service dog.

Requires educational institutions to make reasonable accommodations in rules, practices, or services to ensure equal opportunity for individuals with service dogs.

Allows educational institutions to verify disability status and handler training but prohibits asking about the nature of the disability; exempts service dogs from institutional rules limiting dog size or access to areas available to non-disabled persons.
