Repeals and replaces sections 409.6-601 and 409.6-607 of Missouri's securities laws regarding administration and public records.

Creates an "Investor Education and Protection Fund" that retains unspent biennial funds for investor education initiatives instead of transferring them to general revenue.

Establishes a "Whistleblower Program" allowing the commissioner to pay monetary awards up to 30 percent of monetary sanctions in successful enforcement actions to whistleblowers who provide information.

Protects whistleblowers from retaliation by employers and provides legal remedies including reinstatement, back pay with interest, and attorney fees for discrimination claims.

Requires broker-dealers, investment advisors, and issuers to post whistleblower program information and toll-free numbers in conspicuous workplace locations and provide the information to new employees during orientation.
