Requires the children's division to make reasonable efforts to place siblings together in foster care, kinship, guardianship, or adoptive placements unless doing so would be contrary to the safety or well-being of any sibling.

Mandates the children's division to provide frequent visitation or other ongoing interaction between separated siblings unless such interaction would be contrary to a sibling's safety or well-being.

Establishes rights and responsibilities for foster parents including receiving full disclosure of medical, psychological, and psychiatric information about children prior to placement.

Requires foster parents to receive written notification of their rights at initial licensure and at each licensure renewal, and to be informed of all team meetings and court hearings pertaining to children in their care.

Grants foster parents preferential consideration as adoptive parents if a child in their care becomes free for adoption, and requires former foster parents to be given first consideration if a child reenters foster care.
