Expands the Office of the Child Advocate's access to include child care providers, health care providers, and educational institutions in addition to existing agencies.

Grants the Office of the Child Advocate the authority to be joined as a party to court proceedings involving children in state custody and to prepare independent recommendations to the court.

Authorizes the Office to file amicus curiae briefs or intervention pleadings on behalf of child or parent interests, utilizing the Attorney General's resources.

Allows the Office to release findings and recommendations from investigations with identifying information redacted, while maintaining confidentiality restrictions for unsubstantiated reports.

Requires the Office to seek party status in cases when necessary to ensure child health, safety, welfare, or human rights, with such requests to be honored by the court.
