Grants paid leave to state and political subdivision employees who are authorized representatives of the Fraternal Order of Police or International Association of Firefighters to attend state or national conventions.

Limits paid leave to no more than 10% of the employee organization's membership, with a minimum of 2 and maximum of 10 authorized representatives, unless negotiated otherwise by employer and employee representatives.

Increases the maximum to 25 authorized representatives for employee organizations with more than 1,000 members.

Leave covers the convention duration plus reasonable travel time, not to exceed 7 days total.

Requires representatives to submit a certificate of convention attendance upon request.
