Defines "service-disabled veteran" as an individual certified as disabled by the appropriate federal agency responsible for veterans' affairs.

Defines "service-disabled veteran business" as a business concern at least 51% owned by one or more service-disabled veterans with management and daily operations controlled by service-disabled veterans.

Requires all state agencies, departments, institutions, and political subdivisions to give a three-point bonus preference to service-disabled veteran businesses that operate as Missouri firms or maintain Missouri offices.

Sets a goal for the Commissioner of Administration that three percent of all state contracts be awarded to service-disabled veteran businesses.

Waives the preference requirement and three percent goal if no or an insufficient number of service-disabled veteran businesses submit a bid or proposal for a contract.
