Amends Chapter 386, RSMo by adding Section 386.900 regarding retail electric suppliers and advanced technology investments.

Retail electric suppliers must be allowed to recover costs and earn their currently authorized return on equity on investments in advanced technologies, including voltage regulation technologies that reduce energy consumption and improve grid efficiency.

Voltage regulation technologies covered under this provision must be capable of raising or lowering voltage dynamically and deemed prudent investments by the Public Service Commission at the time of investment.

"Retail electric supplier" is defined as any electrical corporation regulated by the Missouri Public Service Commission.
