Renames the "St. Louis Students' Bill of Rights" to the "Metropolitan School District Students' Bill of Rights" to apply to all metropolitan school districts as defined in Missouri law, not just St. Louis.

Removes the requirement for voter approval by the city of St. Louis before implementation; the bill automatically becomes effective upon passage instead of requiring a ballot measure by March 15, 1999.

Establishes student rights including attending the school closest to home, transferring to other schools within the district, and maintaining a vested right to continued attendance once enrolled in a kindergarten through eighth grade school.

Requires districts to reinstitute basic kindergarten through eighth grade neighborhood school systems and establish gifted schools evenly distributed across the district with transportation provided.

Provides state reimbursement for transition costs: 50 percent of transportation savings during the first five years and 35 percent during years six through ten after the effective date.
