Repeals and reenacts section 105.935, RSMo, regarding overtime compensation and leave for state employees.

Allows state employees to use accrued overtime hours as compensatory leave time with supervisor approval.

Requires departments to pay nonexempt state employees in cash annually for unused overtime hours, with employees allowed to retain up to 80 compensatory time hours.

Requires departments to provide quarterly reports to legislative budget committees and the commissioner of administration detailing accrued overtime hours, dollar equivalents, and staffing information.

Exempts state employees working 10-hour days and 40 hours per week from taking two hours of vacation leave for paid holidays; such employees receive compensation for only an 8-hour workday instead.
